New 3 warnings law ready

Secretary of Justice J Delight has drawn up a final version of a new 3 warnings law. The old law has been under discussion in the past month for the inclusion of new warnable offenses like bullying. Also several minor adjustments have been made to clarify the law further. The final proposal can be seen here. Any last minute comments should be made today.
